this dictionary seems to work ok, but is there another application that allows for drawing the characters on the itouch or iphone?

The standard Notes app in the iphone 3G comes with Chinese character recognition. It works great. The only (minor) glitch is that you still can´t sync the notes with your Mac, you have to email them.

It’s easy, you can add new keyboards by going to: Settings / General / Keyboard / International Keyboards / Choose either Chinese (Simplified) or Chinese (Traditional)
